guns or food?

In North Korea, the answer seems to be guns.

The military gets a hefty budget, but the agriculture sector is hurting badly. Little to no gasoline for equipment. Little to no chemicals needed for fertilizer. More arable land per citizen than most countries in the world, but millions are starving.
